I think the nations would be and will be surprised to learn that the vast majority of bills passed are never read by the members of Congress. They are too long and there is not time. They get a condensed version and many do not evern read that. I see the time limits and think there is a valid argument there. But, come on, do not go to dinner with a lobbyist for three nights and read instead. Politics is just so sleazy.

As for the PA, most of the stuff people are complaining about was available in other areas of govt. So, the PA did not really create that much new law. It just brought the former autrocities to the front of the line by putting then in a new act. I think the PA will get modified in the next years if it is to be renewed.
