Lindsey Buckingham attacked (apparently unharmed) by woman in Santa Monica

She terrorized him and his family. We understand the restraining order and why Lindsey went to get it. Why was she not arrested for practically swatting his house with calling 911 about gunshots and his son being suicidal?
Police always will work on cases and sometimes bring more charges later. But for the safety of Lindsey and the public she should of been in custody already and she would of never had the chance to throw that substance on Lindsey.
I would be pissed. Imagine this woman does this to you and your family and she is free wondering around to throw substances on you a week or so later?
Is there something about CA law that I am missing?
