I agree that the tour was a bad idea. But, since there wasn't an album out at the time, and thus nothing to promote, why would they do a small headlining tour by themselves.

Yes, the Mac has a history of replacing members, but not having to replace that many at the same time. If only Christine had been gone, if only Lindsey had been gone, if only Stevie had been gone . . . but it was all 3 of them. I didn't like the Fleetwood Mac name (if not members) on tour with a bunch of eighties has beens.
There are a few reasons I don't see it that way. First, Billy Burnette was there, and he had been in the band seven years at that point (save for a few months in 1993, when he briefly quit). So, there was at least one veteran on the team. Here's the other little issue:

Kiln House: Mick, John, Danny, Jeremy
Future Games: Mick, John, Danny, Christine, Welch

Bare Trees: Mick, John, Danny, Christine, Welch
Penguin: Mick, John, Christine, Welch, Weston, Walker

Heroes Are Hard To Find: Mick, John, Christine, Welch
Fleetwood Mac: Mick, John, Christine, Stevie, Lindsey

Tango In The Night: Mick, John, Christine, Stevie, Lindsey
Behind The Mask: Mick, John, Christine, Stevie, Billy, Rick

Behind The Mask: Mick, John, Christine, Stevie, Billy, Rick
Time: Behind The Mask: Mick, John, Christine, Billy, Bekka, Mason

See the pattern? Every time they've had to add new people post-Kiln House, there have always been two new featured members on the following album. The only difference with Time is that they lost Stevie and Rick, but added Bekka and Dave. Christine was still in the band, just not on the road.
