My understanding of heroin is once it gets slipped to you "once" you want it slipped to you a lot more. I've not had first hand experoence with heroin but I have with members of its family and can attest to that. And considering Stevie's highly addictive personality i find it hard to believe it was ever slipped to her. And in the highlighted part of your article I think shes refering to being slipped LSD not heroin. LSD is not addictive and that would make more sense.
