It's a lot of things.

Location of the oil/refineries
Shipping
Volume (we use more, therefore get a better deal)
Politics

China gets a pretty good price too, as their economy is exploding upwards and outwards.

Seriously, the Texas gulf coast is full of oil refineries - Hurricane Katrina took out a few, so that didn't help matters...
