GYOW on Rock Steady

Why is GYOW played in E on Rock Steady (the Van Nuys dress rehearsal for the 1990 tour)?

I never noticed until tonight when I was watching it. I was flabbergasted. How do you spell "flabbergasted"?

uh...I don't know. When you said Rock Steady, No Doubt came to mind.

Perhaps it has to do with Billy Burnette's vocal range. He did have problems singing the high parts.
Was it played in a different key in concerts those years?
