The program I use is XnView - very simple, yet you can add plugins for more advanced functions as your skills progress. (And it's FREE!)

It has a resize tool where you can select numerically the exact size you want your image or graphic to be. Like, avatars on here can be no more than 50x50, etc... It's worked great for me.

And, on most programs, you can also resize with the mouse, clicking the corner and dragging to the size you want - just make sure to hold down the Shift key while doing so to make the pic keep the same height/width ratio - unless you're going for that alien/mutant look, of course.
