I don't know, looking at that little picture again, it could be a thumb.

Even if it is, I want his ass to get raked over the coals for flipping a turkey, anyway.

The clincher is that whatever the appendage sticking up is, running on the right side of it is the line of the arm leading into an index finger curled in the fist postion. So, unless Dubya has some weird birth defects where he's got a middle finger where his thumb should be, I doubt he's flipping them off.
