Not only Thailand. Many peruvians who live in USA usually come to Peru for visiting relatives but also they take the opportunity but just for dental procedures, that are much cheaper than in the US. But about other type of medical care, private hospitals are very expensive if you have no private medical insurance, a 3-day hospital stay without surgery can cost US$4,000 (that's a lot for peruvians), with surgery it would be much more ($20k, $30k). Public hospitals are almost free but some are poorly maintained and all are overcrowded, specially the ERs. So definitely that's not an option for hospital tourism. But in dentistry, it is very common for foreigners to be treated.

Besides, if you go to a private hospital ER, and you have no insurance, they ask you for a $ deposit as a guarantee, otherwise they practically don't treat you. My friends in the USA tell me that private hospitals did they receive you in ER, they won't let you die. That's a difference with peruvian private hospitals. Of course, when you get the bill, you'll have preferred to die, or so I'm told.
