In my opinion, there's no rule on how long to wait until you say "I love you"... it depends on how the relationship is going, and how connected the two of you are (or aren't).

However, recently someone said it to me when other people would consider it "way too soon," but from him it was VERY welcome.

He does, it's just good company, nothing more. And if he didn't have a sense of humor, I'd be incredibly uninterested. I've dated serious types before and it felt like I was dying a slow death. Making me laugh is a prerequisite for even conversing with me.
