Melbourne was the original seat of colonial government in Australia. The federation ceremony in 1901 with Queen Victoria took place in Melbourne. Melbourne was also close to the major goldfields of the 19th century, that brought so many people and nationalities to Australia. I guess in some ways Melbourne still reflects that cultural diversity more than any other Australian city ... for example, there are more Greeks in Melbourne than in any other city outside Greece itself.
But as the other colonies grew and eventually decided to become states and federate, Sydney had also become a viable choice for the national capital. So the city of Canberra, geographically somewhere between Melbourne and Sydney, was born.
