I have sat with my father in front of our house - each of us with shotguns - watching looters walk down the street. It is sad to think people like that exist when the law enforcement needs to be concentrating on helping people. I mean if the bad looters would take that energy and put it to cleaning up this crap in a few days, the work would go better and they would likely be paid for it.

DOes this martial law thing that they declared in New Orleans mean that they can shoot looters on sight or how does that work?

I did not read it was being evacuated as much as they are allowing the people in it to go outside on the miles of ramps and into the parking garages.

EDIT - I could not see anything in that link to indicate that - but there was an article as of 6:29 a.m. this morning that said the people in the dome were allowed to go outside to escape the smell.

Rescuers are continuing to bring survivors from Hurricane Katrina to the huge sports arena, where the air conditioning is out and the bathrooms are filthy. And there are two holes in the roof, caused by the storm.

There are more than 10,000 people in the arena.

Officials had earlier reported two deaths at the Superdome, and now, they report that someone died Tuesday after plunging from an upper level of the stadium. They say the person probably jumped.

I am unsure. Most likely, the police are too busy trying to save people and property. But, if they see it, they will stop it - though I am unsure how because I am unsure if the jails are 1. accessible and 2. above water.

To be fair - he returned to DC early to work on this I am no fan of his, but he is on top of it between returning early and allocating FEMA before the storm actually struck

NEW ORLEANS -- Looters in New Orleans are taking advantage of the destruction from Hurricane Katrina.

At a Walgreens drug store in the French Quarter Tuesday morning, people were running out with grocery baskets and coolers full of soft drinks, chips and diapers.

When police finally showed up, a young boy stood at the door and shouted a warning -- and the crowd scattered.

A tourist from Philadelphia compared the scene to "downtown Baghdad."

Nearby, looters ripped open the steel gates from the front of stores on Canal Street.

They filled industrial-sized garbage cans with clothing and jewelry and floated them down the street on bits of plywood and insulation.

WDSU-TV reported that martial law was declared in some parts of New Orleans Tuesday morning.

The declaration is imposed to restore order in times of war and emergency.

That is one of the lowest things in my opinion. Something like Katrina should be a really good excuse to come together and help each other out, not rob the stores that haven't been wiped out. Disgusting.

With all due respect to these people and the people they are robbing and excluding the ones who needs food and cannot get access to a shelter (which I submit is a very very rare case) - - these looters are people with nothing left to lose - I base that on experience and from the neighborhoods in the images, which are the very poor sections. It does not make it right - I am just casting some light for perspective.
