Idiots Refuse to Evacuate!

In Arizona when it rains those desert washes fill up fast. Many of them go right over main roadways. The law there says to avoid them and take an alternate route. Almost every driver assumes their vehicle will make it across with no danger involved. Even I drove thru one once and realized how stupid I was and decided I'd never do that again. After many years of drivers risking their lives to get out while their vehicle washed down the stream, the state made a law that if you drive thru one of these and you need to be rescued, they will rescue you. But when it's all done and over with you will receive a bill and you must pay it.
It might be the same if a helicopter has to land on a mountain to rescue someone who is hiking after dark. The rules say hiking is ok from sunup to sundown only. You don't know how many times a helicopter has to hover over Camelback Mountain to rescue some idiot who hurt him/herself while hiking after dark.
