Just one piece of the new budget:

States will now be able to institute copayments of up to 20% of service or drugs to Medicaid recipients (poorest people in the country).

Currently, copays can be no higher than $3, now can be up to $120 for your average HIV drug.

All part of this new optimistic country Bush was celebrating last night.
