CNN's Crazy Closed Captions

What the hell's the point of closed captioning if they aren't getting it right? How does it work, anyway? Do they gather together a whole bunch of hearing impaired people to watch all these TV shows and lip read them, and then write down what they THINK they've just "heard"? I am not being a smart-ass here. I very simply don't understand the process? Very often the cc is just phonetic spelling of what's been said on screen. Or a close approximation, correctly spelled, to what's been said.
