I think that he was referring to everyone being at their worst speaking of an emotional and physical state, not musical. LB said in an interview that Tango contains his favorite batch of Christine songs.

I always thought he meant drug wise; I didn't even think emotional, but that makes perfect sense, for Lindsey anyway.

I read somewhere that Christine gave up the blow after Mirage. I'm guessing Lindsey was also over that by the time Tango was recorded. That doesn't mean the collective five were all exhausted and estranged from each other.
