Yep, you're right... Stevie definitely does that, and has said so herself.

One specific example: in interviews for 'Trouble In Shangri-La,' she stated that the first few lines in the title song ("I remember him, he was very young/no one spoke like him, he was someone") were written about Lindsey, but from there it was about other people and events.
(In fact, I've often wondered if the lines, "and you, you got in my way/ stood between me and my friends," were about Jimmy Iovine, whom I've heard was very territorial in regards to Stevie.)

So, yeah, this is definitely something Stevie does, and songs like "Thrown Down" and "Destiny Rules" could very easily be about more than one person/event.
That they're written in such a way for the listener to put his or her own interpretation to them (and to have that desire to interpret them) is one of the brilliant elements of Stevie's writing.
