Is Stevie really doing lip-sync in this video, to the Dance CD/DVD version? It sounds just like it? If she is, why couldn't she just do it live?

Yes, she is lip synching.

I have this and always wondered too why she wasn't singing ( and they aren't playing either..its the edited version so Lindsey's guitar solo is cut short!) but I guess it's in Germany and the foreign countries like to stick to original recordings!

Many of the ABBA shows I have from Pain , Germany, France, Sweden are mostly lyp synched. Don't understand it.
