The best way to get a neighbor to "keep it down" is call the police... but here's the thing... have them come to your house first and pretend like its YOU that's making the noise, then you can direct them to your neighbors. After the police leave you can say "Man, I guess somebody complained... they thought it was me" to your neighbor and they won't think it was you that ratted em out.
