The barrier (MOJO-barrier, it's the invention of Dutch Live-Nation subsidiary) was there in Rotterdam, but absent in Antwerp. I could easily touch the stage, if I reached I could push Lindsey's guitarpedals..that's pretty close...
To get upfront at a seated gig depends on the local security. The band wants people standing in front of the stage. So pay attention to what's happening. Hang around in the isles, pretending that your space is on row 2/3 or whatever. Security will invite first row to be seated and then row 2 etc.
In Antwerp that happend apporx. 15 minutes before showtime. I was on row 2 and people on row one refused...so that was my cue and I didn't feel bad about it...they had the opportunity...
