Why would Warner Brothers/Fleetwood Mac license the Mirage DVD to only be released in Brazil (of all countries), with a transfer that's clearly not from the master source, and with a cover showing a totally different band lineup? Record labels are pretty idiotic, but they're not THAT stupid.

Warner Bros doesn't own the rights. I doubt even FM own the rights either. A license doesn't necessarily mean they get master tapes either. A license is really a piece of paper, a contract. Once a license is obtained, they can do what they want.
It was also released in Australia.

On another note, I collect blu-rays and there are many films that have gotten licenses in other countries to distribute films, even though they are not available in the USA. They are perfectly legitimate.
