They want radio stations to start adding it to their playlists on that date.
Though i've never understood why they do that... they send it out to everyone, so it'll arrive on a certain date, but then they ask them to start playing it several days later.
Why not let them start playing it ASAP?
Or maybe it's just to make sure they've given everyone enough time to receive it, and for the DJs (or, more likely, the station managers) to then have enough time to give it a listen before they start playing it?
