My best guess is one of Ricky Nelson's twin sons, Gunnar or Matthew (I think this one is Gunnar). Remember, they had some cheesy rock hits in the early 90s as the band Nelson. I was about 11 at the time and thought they were rad and hot!
They had that long, blonde hair and his face in this pic looks just like his dad. Speaking of, Stevie would do a great job singing some of Ricky's songs........
