Chris has said that "Oh Daddy" was loosely based on Mick & his wife, Jenny. She did say at that 1993 Clinton inauguration press conference that she wrote "Don't Stop" for John.
I think the only people who have said that "Friend" was about Stevie are those Stevie fans on internet message boards. Chris said that most of her ITM songs were about her failed relationship with an unknown lover in England. I have a feeling you're right about it being about friends back in L.A. after she moved back home.
By the way, "Ask Anybody" was about Dennis Wilson.
