Doesn't seem likely to me. Those people (Tuggle, Hirano, Garfield, Castro, &c.) all found work with dozens of other acts over the years.

I think his last tour was scaled down for musical reasons. The album often -- in Lindsey's, Christine's & Stevie's cases -- dictates to a large degree just what the touring band consists of. On Buckingham's first solo tour, he wanted to take a meticulous approach to re-creating the poly-parts of the studio music. Nicks solo album personnel often toured that album with her (or else she pulled in others to play parts as played on the album, as she did in 1989). Chris did the same thing on her one & only post-Rumours solo tour, largely relying on the personnel who played on the album.
