Moreover, Cheney by all accounts is a micromanager and has his own agends, which may not jive with Rove's. In fact, I would go so far as to say that Cheney actually has the plan and needed Rove's campaign/media prowess to implement it. Once Cheney's goal deviated from Rove's protection of W, the schism happened.
