It might be an okay idea if combined with another proposal to expand Medicaid and Medicare to cover more low-income people. A tax break is not going to help poor people.
I'm a single-payer guy myself, but since that is nothing more than a pipe dream, I support a combination of ideas. The Bush plan will probably help your typical person who makes a decent living but doesn't get insurance through their employer.
