This is for the US ONLY. 10 million units shipped = Diamond. FM would have received that award for Rumours - but it would only have been based on the US sales and the award would have been given by the RIAA - which has jurisdiction over the US only. In Canada for instance, you only have to sell or ship 1 million copies in order to qualify for a Diamond award, which Rumours qualifies twice over, selling or shipping 2 million in Canada. Each country has different criteria for certification levels.
But this is an awards show in the UK. What they are basing their info on for these artists, who knows. There is no independent body like the RIAA that oversees world wide sales figures for albums - that's why nobody really knows how much Rumours has sold world wide. Warners might have an idea, by being in touch with each arm of the company, in different countries around the world. But to get a true tally, you'd have to go to each country it was released in, look at each record company (warners) that released it in that particular country, and audit those records.
