Yeah - that's what they're alluding to - different law etc - that's what she blames for the leak of his arrest in the first place - here there were no leaks to the media - or so she claims - but in Thailand they (of course) have different laws etc - so someone there leaked it (supposedly they-Boulder DA's Office- were trying to keep it all quiet).
Overall it's quite the mess...
