They shall never break the chain of incompetence. Even if they do sink 10 billion into it they'll f*ck it up. I don't have a lot of faith in huge projects like that being carried out effectively after what's happened here with The Big Dig. If you can use that as an example, it will be another 4 years of study and then some plus 5 or so years of readying and building. I think it actually took about 15 years for our tunnels to be finished from design to completion. Hopefully they will be much more efficient in LA. I suspect the "studies" are just a tactic to delay spending the big bucks.
