And your article is dated July 2003, well after the mission accomplished speech and when the insurgency had started to take hold.
Let us not forget that in the first several years of his presidency, Bush rarely spoke publicly at all. Most of the talking was done by people like Rumsfeld, Powell, Cheney and Scott McLellan. Trying to quote him directly on any subject during that particular time would be difficult.
