If it were me, I'd take the new job. It sounds like the environment you are in isn't healthy plus more money is always good. Also, if your company does counter-offer then tell the new company and maybe they'll give you more vacation time or something. That is negotiable. When I look back I always think if I could do something different I would have taken more risks. All that said, you must go with your gut and do what's right for you.
