Yes, that's probably what they did. Close Up is on TV One, owned by TVNZ, the state broadcaster. I emailed the
NZ Film Archive once and asked about obtaining/purchasing footage from them and they were reasonably helpful; they hinted that they had footage available but "[the rights] were all owned by Warner Bros." and there was no way they could send me anything without clearing it through them first...
So long story short, WB has the rights to reels and reels of rare unreleased footage that they could (should) release, but they aren't for some reason.
