There is no question Rove's basis for winning has been to distort the facts and manipulate the data for the sole purpose of preying on peoples' fears to boost W's inadequate regime.
This also applies to their prejudices as well, a la gay marriage. Most people think everyone should have equal rights, yet Rove successfully framed the issue as gay people invading Christian territory, which was not in any way what the debate was about. He did this because he knew most people do not like gay people asserting their gayness in public.
