Well, almost all President's have drank and to my recollection, W has never fessed up to being an alcoholic, though he said he drank too much, etc.
Also, you would have to prove he drank to significant effect while on the job and when he made those decisions, which would be very difficult without eyewitness testimony, which in this case would be his wife, who likely will not do it.
We shall see though.
