Well, I had to ask a few people for their educated guesses on this as I wasn't sure if it was a good or bad thing myself.
The general consensus seems to be that this is a good sign. Fitzgerald is trying to head off any congresssional hearings that might offer immunity to someone who could potentially be prosecuted.
That's how a lot of people got off in the Iran Contra scandal, Ollie North included.
