I think it is okay for him to say something like "this is the largest mobilization of XYZ since 9/11." That is on topic. But, he will not just do that. He will raise 9/11 in an attempt to boost his favor amongst the nation, which is typical W/Rove BS.
Interestingly, if they are randomly firing guns in a city where you cannot really tell where the shots are coming from and have no apparent law and order - how is he going to chopper into NOLA. My bet is he flies over NOLA out of gunshot range and then makes a speech at the airport, which is relatively abandoned.
