You could look at it from differing views...
Reagan, Rumsfeld and the CIA were in bed with Saddam for a number of years when Iran was the big bad enemy. If the US funded Saddam's regime which included chemical and biological warfare on its neighbour, not to mention being fundamentally murderous and evil in this period, a period when many stood behind the Ba'ath party and it's ideals then the blame for the current unrest could be attributed, at least in part, to the invading nation..
