Yes, but people should be aware that they're likely to kill someone if they drive drunk. But I think we live in a society in which people think it's very possible to get away with driving drunk without causing any problems, usually because people think they know their limits and such. I don't know how to solve that problem. But for the first reason you mentioned (and many other that I'm sure I'm not even aware of) I can see why it can't be a universal thing. But maybe it would work in some cases?
