The Bush Admin., via their minions, attempted to blame it on Clinton, even though it happened on their watch and despite the fact that Clinton actually stopped a terrorist Y2k plot (though others occurred) and caught and prosecuted many terrorists. They suggested that the nine or so months they were in office did not give them any time to prepare for it despite being warned by just about everyone that mattered in the Clinton Administration that Al-Q was the greatest threat - not Iraq - and getting a few memos that Al-Q was about to attack America.
