The first I ever heard about it was the mention in Mick's 1990 book. My opinion is that if I knew nothing about it, millions of others wouldn't have, either. One of the rock stations used to run a program called Seventh Day, which played albums in their entirety. But that program didn't feature new releases.
Besides, I'd like to hear a recording of this alleged Westwood One broadcast. Broadcasting the album doesn't automatically signal poor sales for an album; the DJ generally talks over the intros & outros of each track to increase the chance that most people -- even those who are taping -- will want the album itself. Jim Ladd played "Rock a Little" in its entirety on KLOS in Los Angeles in 1985 a few days before its release, but he talked over the intros & outros. Apparently, labels & artists don't have much of a problem with that. It drums up interest, particularly since most people aren't hanging around taping -- they're just listening.

Nope...the DJ (I think was JJ Jackson, if I recall correctly) would say, "Here's Side One of Fleetwood Mac's new album
Tusk which will hit the stores tomorrow"...and then a couple of seconds of silence, then "Over & Over" started...no voice overs until the end of "Sara". Then they'd interview a band member, then "Now let's hear Side Two"...etc, etc, until they played the entire album. I knew 10 people who recorded that show...to this day, I still don't think 1/2 of 'em have bought the album.
