I am unsure of the law there - there may be a rule against convicts winning the lottery because they are prohibited against gambling, etc. But, if he bought his ticket legally - the money is his. The govt. cannot add additional penalties to his sentence just because he won the lotery. I do think, however, the rape victim(s) and/or their families will be filing a HUGE civil law suit - so some if not most of that money (probably about $2 million after taxes if he taked the cash out) will go to the victims (and, of course their lawyers
