As soon as Bush became president, he gave the Taliban $43 million. Clinton issued and executive order in 1998 saying that no more funds were to be given to the Taliban because they were harboring terroirsts. Uncle Dick must have told him to give the Taliban the money so they could get their "carpet of gold" oil pipeline built.
