Just to add a different perspective... I don't think Stevie was necessarily putting herself in league with Bob Dylan, in regards to the quality of the writing, but rather making a comparison as to the
style of writing.
After all, she's the woman who once said, "I'm not Bob Dylan, but every once in a while I've gotta say something."
