It seems like they focused on their online sales. Those stores sell the album, just not in their brick and mortars. Maybe they thought the sight of two naked people from the '70s on a 12" album cover wouldn't look great to the average person.
I'm happy that album is out, but sure, they could have added some bonus tracks and picked a different cover for the reissue. That's what they did for Christine's In the Meantime reissue. The McVie estate must have unanimously vetoed the original photoshopped cover.
