He seems to be suggesting that the various discussions and directions taken by the band are being heavily influenced by what corporate/legal/management etc. say or think, or second guessing about what they might say. And as for the center becoming impotent in these matters, that rings true, given the members' ages.

It appears to reflect his frustration in not being able to go directly to a " center" band member and express his discontent with the way things are going. Communication, or lack thereof, is often the Genesis of many a lawsuit. When you can't get satisfaction from a band member, then you'll find it elsewhere, a third party arbiter.
