As I've said, I believe 'Street Angel' is unfairly maligned... often by folks who perennially desire Stevie to continue catching the lightning in a bottle that was 'Bella Donna' (which isn't even my favorite Stevie album).
I don't think it's that at all. People just know a bad album when they hear one. People didn't necessarily want another Bella Donna, they knew they weren't going to get one, as her other solo albums proved. They just wanted a *Stevie* album, which isn't what Street Angel was or is, IMO. It's a middle-of-the-road, pop-shclock extravaganza with few songs written by Stevie and the rest taken from mediocre songwriters. The ones that Stevie did write were old demos and outtakes or songs that were newly written but lacked any oomph or spark. And not only is it marred by BAD production, but it's also marred by awful lyrics, lame melodies, and terrible vocals. The vocals are the worst on any of her albums; there empty and contain no emotion, it's just Stevie going through the motions of singing like she did on the Timespace tour. And none of the songs flow together very well. It's just a really, really, really, really bad album. I can't understand how anyone could put it next to her other albums and FM songs and call it good. It's awful, IMO.
