well, when you compare to Mac or the Stones, Springsteen ticket prices are set up really low for what he can charge (max price for DC show was $150). yet the only thing that does is make scalpers more money, and fans don't get to have any benefit from it. Springsteen tickets were the hardest to get of any i tried, for this same venue (other than the Stones cheap tickets, but you could get expensive ones without going to re-sellers). i don't know maybe something like 1D would be harder, never tried those? younger bands that are huge now and teenage girls are into like 5SOS are certainly not nearly that hard to get.

so i don't know about Springsteen's management. it doesn't seem to be a smart way to do it if they care about regular people getting tickets. it's not like this same article / stats you posted above were not posted in reaction to his MSG show 2 days ago, with the title "Here’s Why You Couldn’t Get Tickets to Bruce Springsteen at MSG Tonight (Thanks to venue holds and brokers who use illegal bots, buying tickets to see your favorite artist is a fixed game, according to Attorney General Eric Schneiderman)."
