You're right, if Stevie simply didn't want to be a part of it at all then that shouldn't stop them. However, I think Stevie still wants to be a part of it, but just wants to work on other things at the moment. If they are just 100% ready to get it out, but still don't have Stevie tracks, then they should tell her and if she declines, so be it. BUT, with this probably being their last album, would the record company be okay will all of that? That's also something to think about.
