She likely wanted to spare them especially if they are older and if she wants to go back to England with them and would have to go thru all that again to get them back into that country. Better leave them in the home they know with caregivers they trust.
Not anymore, (between the UK and US) as long as all your shots are up to date there is no more quarantine.
